In his June 30 column, Guillermo Martinez suggests the drug war can be won – but only if governments ignore borders throughout the fight. Contrarily, victory in the drug war will be achieved by legalizing all drugs. The policy of prohibition facilitates dangerous black markets where drug cartels charge huge premiums for their products. These groups are primarily responsible for the violence occurring throughout Latin America, as well as poor minority communities here at home. Absent legitimate channels to adjudicate disputes, violence becomes the natural tool for conflict resolution. Legalizing and regulating drugs, like any other consumer good, will eliminate violence between competing distributors while protecting consumers and producers alike from the uncertainty of black markets.
